cant help you, about the empty streets, (are you clean of any previous free rides, or mod that modified same files but from other folders …)
now, when you choose a house, once by the cupboard to change cloths you have option menu, with all the settings “charactere choice, money..”,
then ,as soon as you get out of the house by the door, another option menu here, where you can choose “weather,winter mod, and more…” another option menu one by the garage door or to the car itself)
but all that said, no people or cars in the streets, is not a good sign, you got to check your files:

then what I do is go to joe adventure select a started memory slot
then appears the chapters, and free ride.
