I had this issue too. It’s caused, because you DON’T have Joe’s Adventures installed. So, instal Joe’s Adventures and Jimmy’s Vendetta and it will be OK.

Your game is probably outdated, update 4 is required.

The activated area depende in large party of the file city_univers.sds and is diferent in M2 & JA.

in M2 you can’t have hillwood villa, cathouse, supermarcket, Big garage, imprimery & M-hotel …

In Ja you can’t have Derek, Full empire, prison, Full chinese restaurant, mansion ….

it is not in Skyrim with the CK (creation kit) provided by Bethesda.

Please please tell me that the Empire arms hotel will be available in this unlock. And I mean with actual people in it just like in the mission room service. And also I had big problems with Villa Vinci (transparent ground around the villa) so I just hope this things will work here. Otherwise GREAT job’ date=’ I can’t wait to play this.[/quote’] 

impossible in JA only in M2. in JA only garage and laundry without any NPCs.

We must have the DLC and update 3 or higher.

all cars where you can change color in the game, have no skin inside the sds file. so it’s impossible.

and cars that can not change color in the game, have a skin inside the file sds : Jeep, taxi, bus, hank, gai_353 …..

DOES IT WORK ON MAFIA 2 SKIDROW? Costa, Gvozden, ….
they all abandoned M2, in early 2011.

Real out of fuel for M2 all DLC and all FR.

Test is performed with 3 liters of gasoline, and fuel reserve is 10 to 15 liters depending on the car.
