I don’t think it’s a bug, I think the car is put there out of the way until it is activated by a script to drive to that guy’s house with cops in it when the timer runs out on the subquest. Nice find though!
Bug is that while sitting in the car, I can accelerate and brake, but I ain’t able to steer.
