I see in Mafia 1 they can change totally whole car model , but here in Mafia 2 i see only changing of colors , so in Mafia 2 you can changing only colors of Skins and Cars ?

Mafia II is much harder to mod as they locked the files I think. So yes its only really possible to change skins on the cars.
In mafia 1 that have added tools to make new cars to be put in the game but in Mafia that tool don’t exciste

It is probably because of the upcoming of Mafia 3, they will still need that tool to realise new cars, we haope that after they will release the tool for us to use.
