so why cant we access some of the more hard wired code? tools were created to read the scene.bin files and all that, what is the difference?

being able to change what general traffic and people do would be huge. could have people committing crimes against other people. Mobsters randomly attacking you instead of just defending themselves against you. paying random people walking down the street to become your bodyguard. lots of possibilities…
