Now i can select a house where i want to spawn. But there are no cars and no people on the streets. And how i can select winter or day and night?

What do i’m wrong?? I installed downloaded and installed this :

And now when i start the free ride mode i spawn as joe next to his house/his garage and i dont have any Icons on the map and i cant enter Joes house.. I cant do anything just ride around the city….
