Bug is that while sitting in the car, I can accelerate and brake, but I ain't able to steer.

Yeah, that mission was hard. You have to be patient and play this episode till one of guards after stealing the documents says: it's alright, boss or sth like that. Then, you leave Salvatore upstairs and go down to kill the guards (and not the prosecutor - it's important). After shooting, you return upstairs in order to take Salvatore. Silver Fletcher is near entrance. You stand close to the car's door and press right mouse button (while playing on PC). And everything.
